4K Full Boost At 4000Rpm?

Have done a turbo conversion on my 4k useing a t25g and

It doesn't really hit full boost till 4000rpm is that right ?

If it is Might have to source a t25 because they have a smaller exhaust housing (correct me if Iam wrong) or will just try and find a 5k and convert all the stuff over. Idealyi would like full boost around 3000rpm. Any help will be great guys
