Correction. I want to put 205 60 13's

I just picked up an 83 rolla with 71,000 original miles. I want to put 205 50 13's on it. Looking for American Racing Libra's or something along the lines of Rota Rb's or Koenig rewinds. Do I have to make any modifications and what is the correct off set. Secondly, I would like to lower it about 1 - 1.5 inches the correct way. Can anyone recommend some springs. I am on a low dollar budget.
