Whats The Rta Legal Engine Cc Increase?

Hey all, just wondering what the legal engine cc increase is? my ke30 has the stocko 1166cc. Would it be legal without a mod plate for with a 5k? 14xxcc? I know its legal with the 4k to 5k. unsure bout 3k..
