Ke70 Cross Member Trouble

hey guys, today i took out the crossmemebr from an ae71 which was rusted as hell & placed it into a ke70 set-up i had on my car. one of the bolt that goes through the LCA isn't tight. it just falls out if i shake it a little. any reason why? and is there a way to fix that such as using a nut? :S

The LCA bolts have nuts on the other end, so if that isn't there, that would be why! They are funny looking nuts with long prongs welded to the end of them so the prong stops the nut from rotating when you're tightening it.
