4k-e Head Will It Make More Power Than A Normal Head?

Hi,

Was just looking at the heads off a K motor and I know the 4K-E head had smaller ports than the normal 4K head (this is for any K motor just using 4K as example as it the heads I have).

 

And was reading about the 4age motor that said the small port made more power due to increased velocity through the ports. So researching the 4K-E setup I saw that the 4K-E had more torque. Is this due to smaller ports and for a hotted up K motro would a smaller 4K-E head be better to use so we can get increased air velocity into the K motor?
