Water Choke On 3Tc Intake Manifold?

Hey is that water port in the middle of the 3tc intake manifold a water choke or somthing else?

Pretty sure its a choke because of the sensor that is there that sits in there where the coolant runs through also could be a emissions/cold drive-ability type thing.

I just blocked it off from both sides on the one on the middle of the manifold and on the bottom on the plate on the manifold, this was when I ported the manifold and put on a 38/38 weber though, so not sure what effect it would have on a std carby.
