Troublshoot low compression + oil leak after cylinder head replacement

Recently fitted reconditioned cylinder head with VRS kit to 2000 1.8ltr  7a-fe corolla.

Engine runs but pushes oil out rocker cover/cam seal (a and b in images) 

Cylinders 2 and 3 have only 60psi. 1 and 4 have 180psi.

Piston rings???

Please advise possible causes and remedies.
