well like others have said I'm not sure about the regulations in your state and all but in NSW for example with my ke11 (1200 engine) i can go to a 1300 without a engineers cert, but on the same token i go go as high as a 2.2L. As someone has already mentioned its something like a 10-15% increase in engine capacity before and certs are needed. Get in touch with your local road authority's technical information line and they will soon tell you all the info you will need.
