Fuel Tank - Putting It In

I'm 1/2 done putting my fuel tank in on my ae71, ive attached the straps and started to wind them up, but before I could fully bolt down the bolts... the tank was touching in a heap of places under the body, the tire well, chassis rail ect. Is this normal?
