By the sound of it you've got a faulty connection/s somewhere.

Is there power coming out of the relay for the lights ? This does happen even for Narva relays from time to time.

Have you tried with pulling the bulbs out of the lights and "shorting" them to the battery ?

Might even be time to invest in a test light or a multimeter
