its seems as if the carby is not getting fuel when i try n start it

i have to wind the car over for about 30 seconds till it eventually kicks over?

would that be fuel not getting into the carby or not running rich enuff?

My sisters old KE55/30/something is like that. 3 full pumps of the pedal, hold it flat then turn the key. Starts like a dream. However, if you don't pump it at all, it will just sit there cranking over aimlessly.
