will 17inch chrome mags fit on my 84 ke70??

it has cut springs,

2 coils off each spring,

plus the tyres are low profile.

Being chrome I'd sat they wouldn't be too dishy so u would more than likely need spacers, also depends on tyres and the width of the rim.

Depends on PCD / Rim width / Offset / Tyre Width / Tyre Profile

Try test fit, full lock and corner loading to check scrub.
