Depending on what state you are in you might be able to get away without it. What car did you get the 2TC from? Thought the ta22 didn't have anti-pollution stuff yet. When I ran an Aisan carb on my 3TC I just ran a vacuum hose from the carb to the vacuum advance on the distributor. And I think I blocked off the other hoses/outlets.
