The ballast resistor is to limit the current drawn by the points.. You WILL need it!
where did you get this spark checker that tells you the voltage?

you just use the dizzy to trigger the CDI unit, Doesn't matter if it is points or electronic.

Sounds like it is wired wrong, It is just 4 wire isn't it? Similar thing to what I run on mine, Though I have an electronic dizzy..
Yes run a ballast resistor!

Static would most likely be the supressor on the alternator..

Brakes and park lights are common because you have put one of the bulbs in back to front..

You have wired the head unit wrong.
Most likey that you have wired the head unit earth to the park light wire.
Disconnect head unit and it will stop them blowing right?
