Have you tried using the choke to start it on cold mornings? Else, just raise the idle a little.

 

Electronic dizzy won't really help there I don't think. The main thing that electronic dizzys help in is if you want to rev the engine, cause a normal dizzy with contacts will bounce at higher RPM, an electronic dizzy doesn't have this problem.

so that why my rpm meter alway bouncing at 5-7krpm....i thought it was the effect of the road bumpy.

a good set of points should be able to rev to 10000rpm no problems, i had my 4k to 8500 and it never bounced once
