these a small brass pipe on the side of the body of the carb, connect a vacuum line from this to the dizzy, this will be the vacuum advance. as for the other emissions, i removed and blocked off everything when i put my weber on my 4ac. but this maybe illegal depending on where you live.

That's pretty much it. With the 3TC, under the exhaust manifold is a pipe that taps into the head underneath each exhaust runner. that will need to be blocked off somewhere, and pretty much all the piping that links between it and the carby can be removed, including that pump thats running off the crank.
