Great.... so, If you accidentally hit one of these things, you're completely screwed, but at least the pole will be fine.

I saw that awhile ago on 5th Gear. If I remember correctly it is a replacement for other security devices like those tyre spikes or boom gates for government departments and such.

 

So if you're driving a loaded truck, at speed into a building perhaps human life isn't high on the agenda of the driver.
