Yeah Luke it been out of rego for about 7 months so should I just fill out that form? Do I need his details?

Hey lads another question. Just wondering I bought a car got it home and the guy said he'd get rego stuff and post it to me. 2 months later still waiting and struggling to get in contact with him. Is there a form or something I can fill out to transfer rego without his signature etc?
