Noob Question

Sorry guys not sure if its a foreign term or not but I'm unsure of what a "dizzy" is please inform me thanks.

Dizzy stands for Distributor, it's the device that "distributes" the spark to each cylinder and also provides the timing for the ignition system.

 

People say dizzy cause it's alot easier than writing distributor

while were on the topic of the dizziness of distributors do i need vacuum advance or can i do away with it?

If your running stock gear then it's better to run with the vacuum advance connected, once you start doing turbo/super charging stuff is when you can remove it.
