Nar, the charcoal canister is for the fuel vapour. It locks in the vapours or fumes from the tank till the motor is running then they get sucked into the carby. The canister didn't come into the corollas till about the late model '30. Same thing (but early ke30) with an overflow or expansion tank on the fuel tank. The wagons (ke3x onwards) have a separate expansion tank somewhere around the lower "C" pillar. The earlier stuff just has a simple vent tube from the tank - which could be blocked.
