Are you using the chokes on the carbs? there s a lever that that pulls the main jet down under the carb, other than that lack of suction (tired motor), Big cam (lack of suction).

tuning is usualy done by adjusting the jet needle on the main pistons inside the carb and the lower Jet is adjustable by a threaded adjuster that moves the jet up and down

Also the oil used in the carb piston (accessed by the screw cap on the top) this will adjust how responsive the rev is. don't use to thick oil (could also be a cause of hard to start as the cold oil is too thick and the piston doesnt move the needle out of the jet enough to get enough fuel to start) and no oil will make it a bit rich when driving and may run poorly.
