sounds like it maybe the dashpot ,bit hard to say without looking at it,as for the return spring question ,make sure the linkage that joins the carbs opens and closes the carbs correctly,full throttle and back to the stop(idle speed)screws on both carbys,if your not sure seek help from a mechanic,as a mechanic ive seen people play with things they don't understand and cost themselves more money,just ask them to have a quick look and quote you and get a few quotes.find an older mechanic as many younger mechanics will struggle with twin carbs.hope this helps
