Is that before or after the filter?
Do a stall test on the pump, you can do this by removing the fuel pump relay and putting a wire from the relay power supply pin (should be 86, check with test light) to the pump power delivery pin (should be 87, check with test light) and block the return line off, make sure the gauge is after the filter, the pressure should jump to what you have it to and then bleed off after a couple of seconds when the fuel pump diversion valve opens.
