You can engineer it for road use if it is N/A, you wont get it engineered if its turbo.
Total cost is an open ended question, if you are paying someone else to do it budget over $10,000.
You will not be able to run RCA's with AE86 knuckles. I hunted for shorter arms for ages that would work. I ended up getting my XT130 arms shortened.
This is because the XT130 balljoint holes are offset to the bolt holes which pushes the brake rotor out away from the end of the LCA. If you use arms without this hole offset then it brings the rotor in too close, even without RCA's you need to massage the end of your LCA for rotor clearance.
If you want I can point you towards the guy who modified mine.
